Head of People & Culture Romania

 

The aim of this role is to establish and maintain a sustainable working environment that enables people to learn and grow in their functions.

As the Head of P&C Romania, you will lead the local support team of P&C specialists and the P&C operations department, while overseeing all P&C-related topics, including legislation, recruitment, talent management, people development, employee relations, P&C analytics and reporting, process improvement, and employer branding.

You will define strategies, procedures and methodological guidelines for P&C operations, ensure their implementation, and monitor their execution for SIG Combibloc Services SRL.

This is a senior leadership role with significant impact, requiring a broad understanding of HR management, strong leadership capabilities, and advanced problem-solving and analytical skills.

 

Key responsibilities
  • Lead and develop the local P&C team and operations department, ensuring high-quality HR services and acting as a trusted partner for management, employees and business partners.
  • Ensure compliance with labor laws, internal policies, and audit requirements, while maintaining a fair and inclusive workplace.
  • Lead recruitment and employer branding strategies tailored to the Cluj market, including senior and critical hiring.
  • Oversee talent and performance management, compensation and benefits processes, ensuring alignment with business needs and market practices.
  • Partner with management to design and implement training programs and career development initiatives.
  • Oversee workforce planning and labor cost budgeting together with BSC management.
  • Strengthen collaboration with internal stakeholders and manage external providers (recruitment, payroll, consultancy, training).
  • Drive local digital HR transformation, improving local HR systems, process automation, and data-driven decision-making.
  • Further develop employee engagement and company culture, creating a workplace where people can grow, perform , and feel valued.
  • Contribute to the strategic development of the Business Service Center. 

 

You bring these skills, experience & education
 
  • Degree in Business Administration (with HR specialization) or Psychology (with personnel & organizational development) or comparable.
  • 6–10 years in HR leadership positions, managing teams or multiple functions, HR management / HR business partner roles.
  • Comprehensive HR knowledge, with understanding across related disciplines.
  • Leadership and people development.

  • Operational excellence and compliance.
  • Employee engagement and talent development.
  • English – competent user.
  • MS Office (Excel, PowerPoint, Outlook, OneNote) – competent user.
